Job Description
Summary: Supports the Task Order Project Lead (TOPL) for Task Order (TO) 04, Technical Services for Performance, Mass Properties for the Aeromechanics Division, Aviation Engineering Directorate (AED). Provide engineering support and training on proper aeronautical Mass Properties management to Army personnel as required. Develop lesson plans and teach weight and balance refresher training to include the Automated Weight and Balance System (AWBS) software to military personnel and associated contractors.
Duties and Responsibilities: TOPL, PM or VP may assign other duties.
Provide technical expertise in the development, teaching, and sustainment of Army aviation weight and balance maintenance practices to include classroom level instructional activities.
Support the determination of user requirements with respect to Aeromechanics performance planning products, including but not limited to Performance Planning Card and Weight and Balance Form 365-4.
Review operators manual changes as they relate to the Weight and Balance/Performance Planning efforts within Aeromechanics. Coordinate changes with staff elements and other Army agencies.
Update and sustain the Weight and Balance Master Chart. Establish generic DD Form 365-1 Charts A for all aircraft and deliver final Forms in electronic format.
Perform reviews of operational unit weight and balance records for accuracy and completeness to assure that mission capabilities are optimized and that flight limits are not exceeded.
Provide overall technical support for aeromechanics disciplines in the area of weight and balance.
Support development, integration, and qualification of Form F, Digital Operators Manuals, and equivalent software products during development and sustainment.
Support the Aeromechanics web site in the area of weight and balance and provide other help desk functions including approving user access. Prepare initial responses to changes submitted, and other requests for information/clarification.
Prepare briefing material on programmatic and technical topics related to the TO.
Provide input on a quarterly basis to the TOPL reference New Business Opportunities (NBO), and Past Performance significant accomplishments over the past 90 days.
Qualifications:

The Analyst will have appropriate education and experience to receive guidance from senior level managers and work independently to accomplish assigned tasks and be familiar with the DoD acquisition system.
Education and Experience: Ph.D. degree in related discipline with less than two (2) years of related experience; or Masters degree in related discipline plus three (3) years of related experience; or Bachelors degree in a related discipline plus five (5) years of related experience; or HS/GED plus eight (8) years of related experience. Army aviation maintenance and quality assurance experience desired. Extensive UH-60/HH60 series aircraft experience desired and/or operational and/or maintenance experience on unmanned aerial vehicles (UAV) / unmanned aerial systems (UAS) is a plus.
Computer Skills: Working knowledge of Database software applications, Internet software, Project Management software, Word Processing and Spreadsheet software
Security: Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Personnel will be subject to all Security regulations, rules, and policies of the Government facility. Employee will be required to obtain and maintain a secret level security clearance while performing duties under this contract.
