Job Description
Summary: Under limited supervision and direction, this position provides overall direction, coordination and evaluation of Security department. Supervises personnel involved in maintaining security and property protection programs by performing the following duties personally or through subordinate employees in addition to: identifying, implementing and leading Watson's global crisis management and business continuity programs designed to: (1) protect the people, operations and environment that may be affected by an adverse event; (2) maintain normal business Operations/Facilities to the extent possible; (3) preserve the company's image and reputation; and (4) ensure continuous ability to provide products to our customers regardless of unexpected emergencies. This job reports directly to the Executive Director, Global Security & DEA Affairs. Incumbent(s) may not be required to perform all duties listed, and may be required to perform additional, position-specific tasks. - Carries out responsibilities in accordance with the organization's policies, procedures, and state, federal and local laws. - Determines uniformed personnel and protection requirements according to size/nature of facility. - Establishes and/or interprets security policies and procedures and directs subordinates in enforcing compliance of such. - Conducts investigations of crimes/malfeasance committed against the company (internal and external). - Maintains liaison with local, state and federal law enforcement agencies. - Supervises workers engaged in performing uniformed security, reception and security system maintenance services. - Interviews, hires and trains security personnel; plans, assigns and directs work of subordinate personnel; conducts performance appraisals; rewards and disciplines employees; addresses complaints and resolves problems. - Designs and oversees major security systems installations and expansions. - Inspects or directs inspection of premises to test security systems and equipment; serves as a backup point of contact for security system repairs. - Establishes or implements policies relating to personnel access to DEA-regulated, controlled substance storage areas. - Oversight of all security systems including intrusion alarms, access control and closed circuit television (CCTV) systems and key control systems. - Prepares and presents security reports and other necessary documents, and recommends security improvements. - Advises top management in appropriate resolution of security-related issues. - Coordinates and/or performs training in security-related subjects. - Establish and maintain annual expense and capital budget. - Implements Crisis Management and Business Continuity programs designed to identify mitigation strategies to limit business disruption and reduce exposure to liability. - Provide leadership in the coordination of strategies to improve crisis and emergency response capabilities and infrastructure, proactively identify gaps or vulnerabilities that exist within the CM framework and develop solutions to close gaps and ensure best practice. - Implements programs necessary to prevent, prepare for, respond to and recover from potential crisis situations with the potential for significant injury to people or the environment, or the potential for significant damage to the company, its employees, facilities, products, financial condition or reputation. - Develop and manage regular review and audit program to verify adequacy of Crisis and Emergency Management and Business Continuity Management controls plans and training and compliance with applicable standards. - Assess the potential risks to the organization and readiness to respond to a crisis. - Implement programs to monitor events, identify trends or warning signals, and take actions to protect against and respond to crises. - Maintain current contact information for the crisis team members and their alternates, plus key internal and external resources needed for crisis response or business recovery. - Specify roles and responsibilities for each member of the crisis team and assure that these are fully understood by team members and their alternates. - Coordinate and deliver CM/BC exercises and training for respective CM/BC teams, including the development of detailed scenarios, facilitation of live drills and table-top scenario discussions and coordination of other support functions. - Ensure lessons identified during training or incident investigations are captured and shared and procedures are updated to reflect lessons learned and best practice. - Identify, evaluate and recommend Crisis Management / Business Continuity consultants, contractors and providers of services Global Operations. - Organize emergency Operations/Facilities center from which a crisis can be managed, and acquire communications and other emergency equipment. - Assure that crisis response plans are in place and have been tested. - Identify stakeholders that may be involved or interested in potential crises.Assign responsibility for liaison with each stakeholder group and establish regular communications with each group. - Partner with Public Affairs and Corporate Communications group to develop and implement corporate crisis communication plan and train spokesperson / media relations personnel. - Conduct benchmarking and incorporate results into crisis plans and procedures. - Plan, coordinate and implement CM/BC audits program to ensure operational readiness. - Reviews both site-specific and broader regional and International adverse events that may impact the operations and ensures proper mitigation strategies are in place to maintain business continuity across the supply chain and commercial entities. - Remains current on industry best practices, trends, and standards to ensure highest level of preparedness for organization. - Responsible for maintaining contact and knowledge of industry standards, awareness of legislation and regulatory requirements changes to policies and procedures as needed. - Develop and maintain contacts with various international agencies, government, diplomatic, industry, and international standards organizations to provide assistance in assessing current worldwide events that may impact the business operations. - Implements technology solutions aligned with CM/BC strategy and budget guidelines.Required Knowledge and Skills: Knowledge of: - Current Good manufacturing Practices (cGMP), Food and Drug Administration (FDA),DEA, DHS, and other regulatory requirements. - Principles and practices of corporate Security, employee safety, employee relations, crisis management, business continuity and emergency response. - Intrusion alarm systems, closed circuit television (CCTV), and similar equipment. - Access control system use and application. - Principles of supervision and training. - Industry best practices in a multi-national pharmaceutical organization. - English usage, spelling, grammar and punctuation. - Extensive Computer programs and enterprise level security management systems, applications and incident management databases. - Current Company policies and practices, including safety rules and regulations. Employee should show no sensitivity to the antibiotics penicillin and/or cephalosporin. Minimum Qualifications: Minimum 10 years overall experience.Minimum 5 years experience in an International / Multi-National company.Must have experience implementing programs in a global corporate environment.Pharmaceutical experience Preferred.Bachelor Degree required.Advanced degree and relevant government, industry or agency training & certification in CM preferred.Understanding and experience with the following: * Demonstrated international Incident/CM experience and strong understanding of the incident command system. * Demonstrated understanding of individual and group behavior in crisis and emergency situations * Business Risk Assessment , hazard analysis, emergency response, and business continuity planning experience * Demonstrated ability to deliver strategic CM advice, training and solutions across senior and tactical organizational levels consistent with Company standards, industry best practices, regulations or legislation. * Clear understanding of the roles and interactions of public, private & non-profit stakeholders in disaster/emergency situations * Demonstrated ability to develop robust, reliable and relevant CM relationships and information networks; both with government agencies and other industry partners.
