Job Description
GENERAL SUMMARY: Under the direction of the Manager, Sourcing and Centralized Services, this incumbent will be responsible for processing all pre-employment tests including criminal background checks (CBC), drug screens (DS) and motor vehicle reports (MVR) for all new hires brought into the SHIP organization. Responsible for gathering the necessary forms, inputting the data into the vendor’s database, gathering additional information as needed and communicating results to management as well as working with the various vendors. In addition, the coordinator is responsible for updating internal databases containing background check results in order to ensure our metrics are being met and the business is in compliance with both Sears and federal guidelines. Occasionally responsible for assisting with the coordination of other important HR functions including file maintenance and audits providing HR related information to managers and associates via mail, email, fax or phone to resolve administrative issues. SCOPE OF RESPONSIBILITY: • Process approximately 175 and 250 CBC and DS requests monthly (based on seasonality.) • Complete data entry for all new hires into Access and SQL server database for cycle time reporting and field status communication. JOB RESPONSIBILITIES • Administration of the pre-employment DS, CBC and MVR processes including data entry into multiple databases, review of 5-day cycle time target adherence, communication with hiring manager and field HR representative to obtain missing information and provide applicant’s hiring status. • Act as the primary liaison between hiring managers, applicants, third party vendors, Sears’ evaluators and the Legal Department for pre-employment activities. • Audit pre-employment data to identify compliance issues that need to be brought to the attention of HR management and appropriate corporate/field management to drive improvement and accountability. • Communicate pre-adverse and adverse action determinations from the Sears’ evaluator with hiring manager and field HR reps. Send correspondence regarding unfavorable results to applicants and contingent hires in compliance with the Fair Credit Reporting Act. • Respond to inquiries regarding drug screen collection sites. Communicate with Medical Review Officer regarding questionable drug screens. • Develop and implement revisions to existing processes in an effort to constantly improve the efficiency of compliance efforts. • Act as primary source of HR contact for those departments that they support and provide timely and courteous internal customer service. Communicate general and routine SHIP policies, practices and procedures when called upon and distribute HR and Sears’ communications as needed. Involve HR management in those issues they are unable to respond to or resolve. • Respond to general benefit inquiries and be able to refer the associate to the appropriate contact on complex matters that cannot be addressed by this office. • Maintain databases and related reports for various HR functions such as the pre-employment process, active/terminated associate lists, 90 Day performance review lists, etc. • Coordinate information to Sears’ third party provider (TALX) and Associate Service Center (ASC) for all unemployment claims and provide general guidance to management regarding these claims. • Input data related to salaried absences and provide assistance to associates and managers regarding attendance records. Forward absence reports to management on a monthly basis. • Assist with coordination and facilitation of Corporate HR activities. • Provide updates to the Information Systems (IS) Department on updates to the HR webpage. • Create and update flow charts, reports and other documents related to pre-employment functions as needed. • Maintain strict confidentiality of all data and information administered under these programs. • Assists other members of the HR Department staff with assigned projects, coordination of various events, special assignments and act as back up to other members of the HR non-exempt staff. • Perform routine administrative tasks including copying and faxing documents, file maintenance, processing incoming and outgoing mail, setting up conference calls, etc. • Perform other duties or assignments as needed.
Education/Training: • High School Diploma, some college preferred. • 2-3 years of experience in the Human Resources field with a B.A. required for advancement to exempt HR positions. • If the chosen candidate is not proficient or skilled in Access, PowerPoint or PeopleSoft; they are expected to develop in these areas within a reasonable time frame. Experience: • Background in Human Resources, Payroll or HRIS. • Access database experience. • Prior data processing experience strongly preferred. Role specific abilities/skills: • Highly proficient with MS Office software program (Excel), or similar spreadsheet software required. • Exercise judgment and/or discretion in making independent decisions for the department. • Maintain strict confidentiality of all data and information administered in the HR department. • Ability to establish and manage shifting priorities, multiple tasks and meet deadlines. • Administer a high volume of data with strong attention to detail. • Effective verbal and written communication and interpersonal skills are required. • Demonstrated commitment to customer service (internal/external clients).
